Joseph Parks

Joseph Parks brings more than 40 years of experience in the pharmaceutical and biotechnology industry, with deep expertise in global GxP Quality and Compliance leadership. Joe has led the development and scaling of quality organizations supporting early through late-stage clinical development, global CRO operations, and complex oncology and rare disease programs.

Before joining Exact Clinical, Joe served as Executive Vice President of Quality and Compliance at Precision for Medicine, where he oversaw global GCP quality strategy, inspection-readiness programs, and the development of scalable Quality Management Systems across oncology and rare-disease portfolios. Before that, he served as Senior Vice President of Quality Compliance at ACT Oncology, providing corporate quality leadership during a period of significant operational growth and portfolio expansion.

Earlier in his career, Joe held senior leadership roles spanning clinical development, project management, and pharmaceutical development at Vivus, Cerimon Pharmaceuticals, and Clinimetrics. He has supported the advancement of multiple pipeline assets across therapeutic areas, including oncology, autoimmune disease, infectious disease, pain, metabolic disorders, and supportive care. Over the course of his career, Joe has contributed to five NDAs and two MAAs and has extensive experience leading global vendor oversight, audit programs, and regulatory inspection preparation across North America, Europe, Asia, and Latin America.

As Head of Quality at Exact Clinical, Joe leads Quality and Compliance strategy, the continuous enhancement of Exact’s Quality Management System, inspection readiness, vendor and site quality oversight, and sponsor advisory on risk-based quality planning. He ensures that Exact’s senior-led Flex CRO™ delivery model remains compliant, scalable, and inspection-ready, tailored to the unique needs of emerging and mid-size biotechnology organizations.

Joe holds a Master of Science in Business Management from Rensselaer Polytechnic Institute and is a Registered Quality Assurance Professional in Good Clinical Practice (RQAP-GCP). He is widely recognized for his pragmatic, collaborative leadership approach and commitment to fostering strong quality cultures that support efficient, confident clinical execution.
